Instead of trying to determine Their next move, why not focus all energy on Our next move ... away from this roaring dumpster fire called the US government.
Just imagine ... Once the states start to leave and take their billions with them, the increasingly defunded monster can wither and crumble into a festering pile of putrid iniquity ... or something like that ;-) It will not be easy but the cost of staying is much higher than the cost of leaving.
