In my area, my neighbors and my family are also growing food, but we can fish and hunt, too. In my understanding, only as a community of a group of well-armed and well-trained people, who can distribute tasks within the group, when the time comes, can make it, but even that comes with low probability. Setting up perimeters and acquiring and safely storing the necessary supplies and equipment (a lot more than just weapons) are also necessary...
The community will come together quick, many people who survived the stint in the armed forces will be around to take care of the defenses. Since I know how to grow healthy food I will be in the protected middle. I don't know about defensive positions, so that would be the best choice of whatever committees that make those decisions. The people in the community who have little skill will take up the menial and more dangerous positions (so don't be one).
This coming together will just happen. The only force that will wipe it out would come from a larger hierarchy, which requires a lot of energy and food, as long as it now operates we are safer, but this hierarchy may not be able to even exist in the future.
I don't know, I am only formulating ideas to answer those who think this will come down to total chaos as you depict. In the past these chaotic phases never lasted very long and no reason to think anything has changed about human nature.
