Sure. Anything is possible with these loons. Though it doesn't match their style...like Wuhan when nobody was paying attention. The fact that half the world is talking about it would make the US look culpable at best. But according to Bulgarian independent reporter Dilynana Gaytandzhieva, exposing these secret labs for the past five years even obtaining internal documents there's nothing with high transmissibility in them. Hemorrhagic fever is nasty and deadly but not likely to cause a pandemic. Only kill whomever comes in bodily contact or fluid transfer...not respiratory.

Well, part of my hypothesis is that the US "needs" to become a pariah in the eyes of the world, so I wouldn't discount it on that basis. How long the timeline is on that....not sure.
As to your other point, it doesn't really matter what is in the labs, they can "contain" whatever they want them to contain, now matter how implausible.
Also, given the Veritas DARPA leaks, a paraphrase from that report is "SARS-CoV-2 is not so much a virus, as a chimerically altered spike protein hitching a ride on a coronavirus quasispecies swarm".
If I understand that correctly, it's a bit like a bomber which can have an interchangeable payload. If you can engineer a spike protein to have an affinity for ACE2 receptors and cause clotting, I don't think it's a huge stretch to think you could alter spike proteins that have other horrific effects on the human body. I'm speculating, obviously, but this research is so dangerous it should never have been allowed to get to where it is today.
